History of Pennsylvania Constables
A Tradition of Service Since 1664
The role of the Constable in Pennsylvania traces its origins to English Common Law, establishing a common presence in the Commonwealth in 1664. The earliest record of a Constable in the now Commonwealth of Pennsylvania dates back to 1644, in the settlement of New Sweden, located in what is now the greater Philadelphia area. From the earliest colonial days, these peace officers were fundamental to local governance and maintaining public order.
William Penn’s 1681 Charter for the Province of Pennsylvania granted authority to establish various officials, and in 1683, explicitly listed Constables among the proper officers in the Courts of Justice established in every county. Early proclamations from 1693, 1729, and 1780 further demonstrate their integral role alongside Justices and Sheriffs to enforce laws and maintain peace.
Constables are the basis of virtually all American and Pennsylvania law enforcement, tasked with duties that included maintaining peace and order, serving vital court documents, and performing a wide array of civic responsibilities within their communities. Through the centuries, while their specific responsibilities have adapted to meet the changing needs of society and the legal system, Constables have consistently served as crucial pillars of both the courts and the community.

Today, Pennsylvania State Constables continue to serve as a vital component of the Commonwealth’s justice system. They are sworn law enforcement officers with statutory authority, and powers of arrest with or without a warrant. Constables are appointed or elected within their community for six-year terms.
The primary focus of modern Pennsylvania Constables is to serve as the law enforcement arm of the courts, maintain safety and order at election polling places, transporting prisoners and arrestees, and provide support to other governmental entities. Their daily duties are primarily centered on ensuring the efficient and lawful execution of judicial processes across all courts of the Commonwealth.
Despite being one of the oldest law enforcement positions in the nation, Constables continue to evolve, meeting the modern-day challenges facing their office. Operating under the executive branch of state government, Constables are accountable to the voters of their respective communities.

Getting to Know Your Elected State Constable
Currently serving his third term as Nazareth’s elected State Constable, Gregory S. Norton brings over three decades of unwavering commitment to law enforcement, public safety, and crime prevention. A decorated veteran of the U.S. Army, a certified working K9 instructor, and an expert martial arts instructor with over four decades of experience in the discipline, Constable Norton’s career is marked by his profound dedication to public service.
His philosophy, centered on “taking the path less traveled,” drives him to deliver not just what is right, but to pursue his personal best in every duty. He exemplifies professionalism and excellence, distinguishing himself through a commitment to exceptional service.
His dedication extends regionally through his Office’s participation in the Northeast Regional Taskforce, collaborating with district attorneys to enhance collective public safety and justice. Constable Norton is fully committed to upholding the law with integrity and tirelessly serving the Commonwealth of Pennsylvania.
